Time Stop is a technique almost exclusive to the Morris family, with the most recent user being Candy.
The user's brain alters its perception of time - usually on command, but takes a LOT of effort to do at first - for a split second to avoid attacks and counter with their own quicker than the defender can react. Only those with quick enough reactions, or have the technique themselves, can defeat those who can Time Stop.
